New cancellations for journals published by Taylor & Francis

One year after Université de Montréal (UdeM) Libraries cancelled 2,231 Taylor & Francis (T&F) journals, 12 additional titles were cut. The publisher raised its costs by 8% for the titles selected last year, well above the variation in the Canadian consumer price index (CPI).  UdeM Libraries cannot agree to such increases, which would require jeopardizing the book budget as a mean to compensate for the increased journal costs. To lessen the impact of cancellations on UdeM community, UdeM Libraries have cancelled journals whose articles are mostly accessible by other means. The UdeM library catalogue, Atrium, points to sources where this content can be accessed.

Articles not available through other means can be obtained free of charge through interlibrary loans (ILL) within approximately 48 hours. Unpaywall also makes it possible to easily find and gain access to open access articles. T&F categorically refuses to consider the fair-price model for its journal bundle, despite the fact that other publishers have recently signed agreements with UdeM Libraries based on this model (John Wiley & Sons, Elsevier and Sage Publications Inc., in addition to the agreement signed a few years ago with Cambridge Scientific Publishers Ltd.). T&F holds firm on its position, even with the knowledge that only 20% of its journal bundle is deemed essential to the UdeM community, a percentage well below the case for other publishers that have agreed to collaborate. The Libraries are fully aware of the impact these cancellations have on teaching and research, but reaffirm that this was the only realistic option. The savings resulting from breaking apart large bundles have enabled UdeM Libraries to re-establish their target of allocating 20% of the collection budget to books and 80% to journals. Quick facts:

  • UdeM Libraries are renewing access to 138 titles out of the 2,394 available in T&F large bundle. These titles correspond to 5.8% of the bundle’s titles. They cover 27% of UdeM community’s usage in 2016.
  • Journal articles can be ordered at no charge through interlibrary loan (Service du prêt entre bibliothèques). Email delivery is generally within 48 hours.
  • Many articles from the cancelled T&F journals are available in open access in institutional or subject repositories, or using tools such as Unpaywall.org.
  • Members of the UdeM community can express their disapproval of Taylor & Francis pricing policy by refusing to review articles or by supporting the open access publication model.
